The Ombudsman received a complaint about a closed meeting held by the General Issues Committee for the City of Hamilton on August 10, 2020.
The Ombudsman received a complaint about a closed meeting held by the General Issues Committee for the City of Hamilton on August 10, 2020. The complaint alleged that the committee’s discussion did not fit within the closed meeting exceptions in the Municipal Act, 2001. The complainant also alleged that the committee failed to adequately describe the matter to be discussed in the resolution to proceed into closed session. The Ombudsman’s review found that the committee’s discussion related to plans or instructions that are intended to be applied to current or future negotiations conducted by or on behalf of the municipality (s.239(2)(k)). The Ombudsman also found that the description to proceed in closed session was sufficiently descriptive.
